The specific content of military welfare In addition to the stipulated salary, allowance, subsidy and subsidy for servicemen, the welfare expenses for servicemen and military units are provided by the state for life care. It is a collective and individual welfare preferential treatment, and it is a supplementary part of the material and cultural life treatment of servicemen. Military welfare expenses shall be stipulated by the supreme military command and leading organs in the form of laws and regulations, including items, scope, conditions, standards and payment methods. The main contents of the PLA's military welfare expenses include: relief funds for living difficulties, subsidies for separation between husband and wife, subsidies for children's education institutions, reward fees for parents of the only child (health care expenses for the only child), child care and education subsidies, honorary allowance for retired cadres, transportation expenses, special needs expenses, and special welfare expenses approved by special authorities. Among the welfare expenses, some items are paid to individuals monthly along with wages and allowances, and the management method of actual reimbursement is adopted; some items are calculated and collected according to the standard, and the contract management is implemented, and the over expenditure is not compensated; the balance is transferred to the original subject of the next year, and the standard management method is adopted. Therefore, it is of great significance to manage the welfare expenses to solve the practical difficulties in the life of military personnel and stabilize the army. Welfare expenses are calculated and collected according to officers, civilian cadres, non commissioned officers, staff and workers on the staff, sergeants, soldiers and supply system trainees, and calculated and collected according to the supply strength and the final accounts of living expenses. Subsidies for children's education institutions The subsidy for children's education institutions is to solve the problem of insufficient funds for kindergartens and children's schools run by various military units in addition to charging parents. The subsidy for children's education institutions is divided into two parts. One part is used for the wages and subsidies of the actual staff, temporary workers and personnel to be resettled in kindergartens and children's schools, which belongs to the part of funds for individuals. The other part is for the purchase of teaching equipment, toys, office supplies, books, sports equipment, living equipment and training teachers, as well as travel expenses for visiting relatives, travel expenses, etc., which belongs to the part of public funds. Salary and subsidy funds shall be allocated by the headquarters according to the actual number of teaching and administrative staff within the quota of each major unit at the beginning of the year through logistics supply channels. The cadres and financial departments shall put forward the distribution opinions and allocate them level by level, and shall not be intercepted. The part of public funds is subsidized by the headquarters according to the number of women in the kindergarten and in school of cadres and employees of each major unit; each major unit can reserve 15% as a mobile fund; the rest is allocated by the cadres and financial departments to the kindergarten and children's school running units or kindergartens and children's schools according to the number of women in and at school. Child care and education subsidy The subsidy for child care and education was established in August 1990 to solve the problem that the children of military cadres could not be admitted to the Army Kindergarten due to special circumstances. Subsidies for child care and education are given to military officers, civilian cadres, unaccompanied kindergartens of staff members or children under the age of 6 who are not in the army. However, it is not allowed to give birth to children who violate family planning. Reward fee for parents of only child The reward fee for parents of only child was established in July 1979 to implement the national guidelines and policies on family planning. For couples of child-bearing age who have one child, they will be given a reward once if they have only one child in their lifetime; a certain amount of health care fee will be paid with salary every month from the month when they get the one-child certificate until their children are 14 years old
